Since 2002 the CIA has used Guantanamo as a “black site.” The territory belongs to Cuba but has been illegally occupied by the U.S. since 1903.
Cuban officials have made it clear that there are only two issues standing in the way of a fundamental improvement in U.S.- Cuban relations: “In order to achieve the normalization of relations between the two countries, the blockade has to be lifted and the territory occupied by the Naval base in Guantanamo has to be returned.”
